NATO’s secretary general, Anders Fogh Rasmussen, said Thursday that he saw no need for a new security treaty for Europe proposed by Russia. “We do have a framework already,” he said in Moscow, where he was trying to win Russian help for the war in Afghanistan. President Dmitri A. Medvedev published a draft post-cold-war security pact last month that he said would replace NATO and other institutions.
