The Constitutional Court validated the results of a presidential runoff on Monday, handing the incumbent, Traian Basescu, a second term. The court unanimously rejected a complaint by the Social Democrat leader Mircea Geoana, who lost to Mr. Basescu by a thin margin and accused him of stealing the vote through fraud.
