The European Union agreed Monday to a framework for member states to admit detainees from Guantánamo Bay, Cuba, requiring those who do to share information on the cases provided by Washington. The agreement, which formalizes a decision reached by European interior ministers on June 4, does not specify which countries would accept detainees, nor how many. Resistance to resettling the detainees had arisen because most of the 27 nations in the bloc share open borders. The deal to share information is intended to address the objections. Later Monday, President Obama said Italy had agreed to accept three detainees.
