Supreme Court judges Dorit Beinisch, Ayala Procaccia, Edmond Levy, Asher Grunis and Eliezer Rivlin are set on Tuesday to pass a verdict on former president Moshe Katsav's plea bargain with the state on accusations of sexual harassment.

The bargain, which saw the severe charges against the former president significantly reduced ensuring that he would not have to serve a jail sentence, drew severe criticism and was even protested in a mass demonstration in Tel Aviv. It was appealed against by women's and civil rights organizations.

According to a Channel 10 report on Sunday, the decision was being delayed because of the failure of Supreme Court President Beinisch to secure a majority in the court for the cancellation of the bargain. The report said that Beinisch and another judge were set on cancelling the deal, while three other judges were determined to uphold it.

Neither Beinisch nor the court would comment on the Channel 10 report.

Earlier last week, a private Jerusalem attorney, Uri Gannor, appealed to the supreme court to pass a verdict.

"It is unthinkable that such a unique and important case in Israeli history is being delayed indefinitely," said Gannor.
